CVSE permits

How British Columbia sizes up a heavy load

In British Columbia, Commercial Vehicle Safety and Enforcement (CVSE), part of the Ministry of Transportation and Transit, issues oversize and overweight permits. CVSE permits are valid only on highways under the ministry. BC sizes are metric, so every number here has feet and inches added. These are the rules we plan BC loads with, from the CVSE permit conditions, the Commercial Transport Procedures Manual and the Commercial Transport Regulations.

Height and routes

Routes, height and the border

The route reviews BC requires for wide, high and heavy loads, and what a load from the USA needs at the Canadian border.

  1. Local roads

CVSE permits cover highways under the Ministry of Transportation and Transit only, so roads under another authority, such as city streets, need that authority's approval. (CVSE1000, General Permit Conditions to 4.4 m overall width (April 2026), CVSE, Commercial Transport Procedures Manual, chapter 3 (July 2026))

  2. Wide and high loads

Over 6 m (19'8"W) or 4.88 m (16'H) (6.1 m (20'W) or 5.33 m (17'6"H) in the Peace River Region), the carrier completes a district form (CVSE1052) for each highway district on the route and may need signatures from utility companies and district offices. (BC Ministry of Transportation and Transit, Extraordinary loads, CVSE, Commercial Transport Procedures Manual, chapter 6, extraordinary loads (July 2026))

  3. Bridges

Overweight extraordinary loads need a ministry bridge approval for the route and weights, and the approval can carry special bridge crossing conditions. (CVSE, Commercial Transport Procedures Manual, chapter 6, extraordinary loads (July 2026), BC Ministry of Transportation and Transit, Extraordinary loads)

  4. eManifest

The highway carrier's cargo and conveyance data must be received and validated by the Canada Border Services Agency no later than 1 hour before arrival at the first port of arrival. (CBSA Memorandum D3 4 2, highway carrier and cargo reporting, Reporting of Imported Goods Regulations, SOR 86 873 (section 19))

  5. Customs broker

Importers and customs brokers can file release documents through the Pre Arrival Review System (PARS), before or after arrival. (CBSA Memorandum D3 4 2, highway carrier and cargo reporting, CBSA Memorandum D17 1 4, release of commercial goods)

  6. Bonded moves

Goods moving inland before release need a CBSA bonded carrier, or a single trip bond for a non bonded carrier. (CBSA Memorandum D3 4 2, highway carrier and cargo reporting, CBSA Memorandum D3 1 1, policy on the importation and transportation of goods)

Travel times

Travel hours, nights, weekends and holidays

When a permitted load may move in British Columbia.

  1. Category A

Loads up to 3.2 m (10'6"W) and 27.5 m (90'3"L) may travel at any time on any day. (CVSE1000, General Permit Conditions to 4.4 m overall width (April 2026), CVSE, Commercial Transport Procedures Manual, chapter 3 (July 2026))

  2. General holidays

Category B and C loads do not move on general holidays, and CVSE publishes the restricted hours for each holiday. (CVSE1000, General Permit Conditions to 4.4 m overall width (April 2026), CVSE, Commercial Transport Procedures Manual, chapter 3 (July 2026))

  3. Visibility

No permitted oversize load moves when people or vehicles cannot be clearly seen at 100 m (328'). (CVSE1000, General Permit Conditions to 4.4 m overall width (April 2026), CVSE, Commercial Transport Procedures Manual, chapter 6, extraordinary loads (July 2026))

Superloads

British Columbia extraordinary loads

CVSE calls its largest moves extraordinary loads. A load needs an Extraordinary Load Approval when it is over 4.4 m (14'5"W) (except on pre approved routes), over 4.88 m (16'H) (5.33 m (17'6"H) in the Peace River Region), over 64,000 kg (141,096 lbs) off the approved overload routes, or an oversize non reducible load travelling more than 110 km (68 miles). Overweight requests need a ministry bridge approval for the route. (BC Ministry of Transportation and Transit, Extraordinary loads, CVSE, Commercial Transport Procedures Manual, chapter 6, extraordinary loads (July 2026))

Official British Columbia sources

Every rule on this page is taken from the CVSE permit pages and conditions, the Commercial Transport Procedures Manual, the Commercial Transport Regulations and the CBSA memoranda and regulations below and confirmed by a second source. Where we could not confirm a rule twice, we left it off this page. Rules change, and the permit itself always decides. Last checked: Oct 2, 2026.

What are the legal size limits in British Columbia?

2.6 m (8'6"W), 4.15 m (13'7"H) and 12.5 m (41'L) for a single vehicle. Anything bigger needs a CVSE permit.

Who issues oversize permits in British Columbia?

Commercial Vehicle Safety and Enforcement (CVSE), part of the Ministry of Transportation and Transit, online or through its Provincial Permit Centre.

When does BC require pilot cars?

The CVSE1000 permit conditions set pilot cars by width, length and the number of lanes. From 3.2 m (10'6"W) to 3.5 m (11'6"W), none is needed in daylight with amber flashing lights.

Can oversize loads move on holidays in BC?

Loads up to 3.2 m (10'6"W) can. Category B and C loads do not move on general holidays.

When is a BC load an extraordinary load?

Over 4.4 m (14'5"W) except on pre approved routes, over 4.88 m (16'H) (5.33 m (17'6"H) in the Peace River Region), or over 64,000 kg (141,096 lbs) off the approved overload routes.

What does a load need at the Canadian border?

The carrier's eManifest data must reach CBSA no later than 1 hour before arrival, and a customs broker can file release documents through PARS.
